TECHNO–FINANCIAL APPRAISAL OF ROOF – TOP PHOTOVOLTAIC SYSTEMS: THE CASE OF LEBANON
The report analyses the technical and financial performance of four of the small scale solar PV systems implemented by the UNDP – CEDRO project in public schools. Logged data from the PV sites have been used to evaluate the technology’s performance in the Lebanese context and identify the challenges and opportunities.
The technical analysis focuses on the specific design implemented to cater for a ‘weak’ electricity sector and its achieved energy performance.
A financial appraisal is also conducted on the 1.8 kWp solar PV system based on two possible scenarios; financial results, in terms of net present value and payback period, are more favorable when assuming, paradoxically, a future with extended reliance on diesel gensets, the use of lower discount rates, and the use of the currently available financial support mechanism in Lebanon. Finally, the applicability of feed-in tariffs (FiTs) for Lebanon is discussed, advising a deferment of FiTs until the presence of 24 hour electricity.
